State spinoff of Oregon net ‘a matter of when’

Separation of Oregon Public Broadcasting from the state government is "inevitable," says Pressident Maynard Orme. "It's a matter of when."

Gov. Barbara Roberts (D) last month backed a proposal to make the TV-radio network a nonprofit corporation — one of many recommendations from her Task Force on State Government.

The network's state support has fallen from 65 percent to 25 percent of its budget in the last 12 years, according to Orme. With the next state budget biennium, starting in mid-1993, state aid will drop to 20 percent of Oregon Public Broadcasting's budget, and it may decline further as a result of a mandated decrease in property taxes. Unless the state legislature holds a special session, 1993 could be the earliest date for a spinoff, says Orme.

The Oregon Commission on Public Broadcasting endorsed March 19 a proposal to shift Oregon Public Broadcasting from a state agency to a nonprofit organization. The commission joined Gov. Barbara Roberts (D) in backing the proposal from the governor's Task Force on State Funding [above].

With further anticipated cuts in state aid, ``it probably is the right time to contemplate a change in organizational status,'' said OPB President Maynard Orme in a release. The change would not take place before July 1993.
